Cleaned out the vtec passages, ensured the EGR was clear, checked plugs.... no luck. Finally tested the catalytic converter by taking out the upstream 02 sensor to create a passage for air. Turns out the problem was a clogged cat. After converting to a straight pipe, it accelerates with zero hesitation.
